AMC stands for Acceptable Means of Compliance and GM for Guidance Material. The CAA adopts them by decision; for cost sharing, CAA ORS9 Decision No. 0054 says the CAA, "under Article 76(3) of UK Reg (EU) 2018/1139, has decided to amend the AMC and GM" for Part-NCO, in force from 1 October 2025.
Each piece is numbered after the rule it supports. Decision 0054 contains two:
| Item | What it covers |
|---|---|
| GM1 NCO.GEN.102(c) | Pilots may pay more than the proportional costs; the meaning of market rate; joint owners' hourly rates |
| AMC1 NCO.GEN.102(g) | Minimum content of the passenger record; exemption for licence holders; repeat flights; passengers under 18 |
As the names suggest, AMC sets out a way of meeting the rule that the CAA accepts, and GM explains how the CAA reads it. Neither is the regulation itself, and the sources here don't spell out their precise legal weight. AMC1 NCO.GEN.102(g) itself allows the record to be in the CAA's format "or such method available to the pilot", so long as it records the minimum content. Following the AMC is the cautious way to show you comply.
Other AMC and GM are relevant to private flying too, for example AMC1 NCO.OP.130 on what a passenger briefing should include. The CAA publishes them in its Regulatory Library.
